The boys are not in the actor's yearbooks of the 80s. There might be those of the early 90s, but I don't have any at the moment. So to the eye they are people taken from the street and not professionals. No "particular" face except the recist (must be a professional) and some doubts for the Rumanian with sigarette.
Incredible the similarity of one of these skins with James Earl Jones: The Tulsa Doom of Conan (1982)

Considering the number of takes and scenes he has in the movie, the nazi n°3 could be Gianluca Angelini. I have a strong deja-vu about Bettoja's friend at Marco's funeral, but I can't tell where I've already seen her.

Yes, he have a big occasion with Angelini. I'm looking for him in the series I ragazzi del muretto where he plays the skin too (at this point it had to be).

In
I ragazzi del muretto (1993 - same year of Teste rasate) - S2 - Ep 11
Palermo and his credit
But not credit found for Angelucci. Sometimes happens that the Rai for the old fiction does not put the original opening/closing titles of each episode, but makes a copy and paste of a random episode for the titles (mysteries of the Rai technicians). Therefore it could be credited, but the copy of Raiplay may be "tampered with" and therefore the credit cannot be found.
However, look at this skin. He looks like our Tulsa Doom.

it's him for sure: same exact lips, same ear form, same year, same everything.
and we got a name: it's Gianluca Angelini!!
counterproof: according to muretto's cast as listed on imdb, he's the only one amongst 4 naziskin who appears both on the little wall and on shaved heads. so ein prosit!

The actor in the bottom should be Gianluca Angelini in the poster of
Basta! Adesso tocca a noi aka Basta! Ci faccio un film (1990) - from 3 years before, where, according to Cinematografo.it, he's the co-star.
Angelini is listed on IMDb in
Caldo soffocante (1991) too, but in the titles there's no trace of his name. The copy I have seen is unwatchable so I can't say if he appears or not. So someone have added his name without specifing if he's uncredited, therefore this credit is of dubious nature.
Since Gianluca Angelini has another film where he should be the co-star, which is
Una vita non violenta (1999), If we could watch it or
Basta!... we would know with mathematical certainty that it is him.
