It's not a great image, but I think this could maybe be Armando Fracassi amongst the largely unfamiliar senators in Cartagine in fiamme. Surprising that this film hasn't appeared in HD given the presence of young Terence Hill in an important role, hopefully it will show up before too long. Any opinions?
