The man in that pic appears more prominently earlier in the film, and has a close-up at 3:18 in this link: https://www.youtube.com/watch?v=6Kie9-EpyjI Here you can see clearly that it's not Fortunato. The real Fortunato instead appears as a corpse at 57:29 in the same link.

I don't think the role is all that marginal. That scene you refer to happens late in the film, but she appears in many more scenes throughout the film.
