Yes, I agree, it at least seems like it could be him. I think the copy I watched was even worse than those! Those look like the copy I downloaded yesterday. but in my opinion this is not the same actor as "Luis Vilar" who appears in La tumba del pistolero (with his hair dyed black), I due violenti and others, who has a large mouth and distinctive bags under his eyes.

So either the IMDb credit for Fuerte perdido is wrong (which would hardly be a surprise) and Vilar plays a different role, but in my poor quality copy I didn't see anyone else who seemed like him, or else Vilar and Villar are different actors...
