Felipe Urmeneta is a generico who was active in films shot in Spain at least throughout the 60's and 70's.

I got lucky spotting him in El libro de buen amor II and matching him in his credited roles as Baltazar in the TV production of El mercader de Venecia (1967) and in Perro golfo. These look to be his only 3 credited roles in a lengthy career.

Nicholas and Alexandra (1971) as Member of Russian parliament.

This seems like it could be him, however he always parts his hair on the left, while this man's hair is parted on the right, so I'm uncertain. Maybe the image was reversed?
