Luis Vilar was a small-part actor, active in Spanish films at least from the mid-1950's to mid-1960's.

He was married to the actress Carmen Porcel, with whom he had 2 children, Jose and Lola, who are also actors, and he was brother-in-law to actor Pedro Porcel.[1]

He only has 13 credits on IMDb (where he is listed as "Luis Villar" despite only having been credited once with the double "L" spelling), so it seems quite possible that there could be uncredited roles to be found and he may turn out to be more generico than actor. Unfortunately most of the films where you see his typical look (without false beard or dyed hair) seem to be only available at present in rather poor quality copies.

His notable features include large bags under his eyes and a wide, downturned mouth.

La batalla del domingo (1963) credited, but not found.

He is listed at the very bottom of the credits, but I was unable to identify Luis after several searches.

Thanks to Carlos for helping identify him here and providing the image. IMDb lists him in the wrong role and this character was unidentifiable in my copy!

La boda (1964) listed as appearing uncredited by IMDb, I think this should be him, but it's hard to be certain from the poor quality copy I found. Role uncertain.
