Right, Bradley was discussed. But he has that "white mark" under his left eye visibly quite often, as does the guy in 60.
And as so often, I doubt there are actors appearing which are very similar to others to (let's say) 95 % but aren't them.
I'm not sure what "white mark" you are talking about, but it's the body shape and skin colour that bother me most about the possible ID - this guy is noticeably darker than Harold's usual skin tone and seems too skinny and under-defined. I've always thought it
could be Harold, but not enough to make a certain ID and previous opinions have been divided, so at best it would be an uncertain ID. As for someone being ID'd just because they look similar, the volume of "faux", "twin" and "lookalike" actors in our unidentifieds show that just looking somewhat similar is not grounds for making a positive ID.
