I searched around a bit, and I'm convinced now it's Artemio Antonini as the guard loosening the foot shackles of Heston onboard the ship. (There are other scenes in which he clearly is NOT present, but I couldn't find another actor in a similar role that might be taken for him in these)

I see the resemblance, but I don't see Antonini's large hooked nose. The galley guards, like the rowers, are constantly changing throughout the scene.

One name in the list was familiar to me, infact i checked and Otello Polini is in the list of 1930's early 1950's generici
on Imdb he have some movie credits, so i think we could identify him, he looks like he worked since 1937 so he could be another very prolific one.

On imdb for him we have:
1937
Scipione L'africano
Il signor Max uncredited
Il feroce Saladino

Napoli D'altri tempi
Sotto la croce del sud
Giuseppe Verdi
L'orologio a cucù
Ettore Fieramosca

Castelli in Aria

If we identify him trough these movies (i think some can be found) then we can maybe identify him in Ben-Hur too and hopefully opening a topic for him too since the big gasp since the last credited role 1939 and Ben-Hur 1959 he must have done more roles before that.

And of that list we also have Aurelio Pascucci which sadly is part of the not much reliable part of the list
