It is! I remember him from the Killing fotoromanzi (he appeared in a few as a cop) and that's why I recognized him at once.
He does have a very distinctive facial shape and noticeable double chin. Could he have been credited in any of the fotoromanzi or was he always a background character?
Unfortunately, not one single actor is credited in the Killing fotoromanzi. There were biographies published for some of them, but not for this guy.
Well still, with 3 definite film roles plus fotoromanzi appearances it looks like we have us a new generico!

I can start his topic with the 2 peplum roles (I'll check if there are any better images to be had from La rivolta dei pretoriani), if Johan can add the Toto and Killing images. What to call him? The best my peplum-addled brain can come up with at the moment is Mr. Chinny!

Yes, why not? I can't think of anything better at least.

Hmmm, maybe, I can definitely see similarities, particularly the mouth and head shape, but the nose and eyes seem somewhat different, so I'm not sure, what do others think?

I don't think it's Arena, but can this maybe be Giancarlo Bastianoni on the right?

Testori added

I'm thinking the 2nd from left here could maybe be Arnaldo Dell'Acqua - he doesn't seem to appear in any of the other scenes
