Wonderful! it's really Jose Canalejas. Fortunately, he also has a distinctive trait that can't make us wrong.
It also seems to me very Antonio Orlando but there are small details that do not convince me. I would expect other opinions.
Unfortunately I have no images from that period of Agustín González to check, so I would wait to put it as identified.

They are most likely true technicians of the film because they do not have the connotations of actors or generici. But they're not them, unfortunately.

I'm pretty sure the "Commander of the guard at the power plant" should be José Luis Chinchilla, seen below in a few other roles from around the same time. I'll be doing a topic for Chinchilla sooner or later, but in the meantime what do others think?
