This is in fact a documentary about the birth of the Roman empire, with dialogues spoken by actors.

Found also a few pictures of this movie on the net (DVD classic.com)

Found by chance a clip of this episode, where i found him but no credit mentioned, but he must be in the full episode.
This American episode was filmed in Italy and Greece.
