I believe the 03 actor also played the general in the flashback in THE LAST HUNTER (voiced by Richard McNamara but NOT McNamara, as confirmed by Ted Rusoff). I've been confounded as to that actor's name as well.

11 looks like he's channeling some Tom Baker from Doctor Who vibes. I wonder if that was a deliberate wardrobe choice back when this movie was made based on the actor's resemblance?

Unfortunately he's not
