Zaira Zoccheddu represented Italy in the 1974 Miss World contest because it seems that the titular Miss Italy (Loredana Piazza) chose to not take part in it.

The Zaira Zoccheddu who represented Italy in the Miss World pageant is the same as our Zaira Zoccheddu. This I can tell you with 100% certainty. In the 1970s, the fotoromanzo magazine Sogno held these beauty pageant where the competitors for the various Miss World, Universe etc were selected, and they were covered extensively in the Sogno magazines. I have a few magazines covering the 1974 pageant featuring Zaira and there are several pictures of her. She's absolutely our girl.

She was selected to represent Italy in Miss Europa, but also participated in Miss World because the original candidate for Miss World, Isabella Petralia, had lied about her age. She claimed to be 17 but was in fact only 16, so she was disqualified and Zaira took her place at Miss World. This is explained in a later Sogno magazine, which I'm looking at just now and there is also a picture of Zaira wearing that same costume she has in the color photo.
