I'm totally unfamiliar with your new discovery, Nick, but: May this be Wavy Gravy in ´Robinson et le triporteur` (1960), a French film with Spanish input? (´Hola, Robinsón!` in Spain) He even has a line of dialogue.

Yes, the AR is a bit squashed making his head look thin, but I would say yes, it's him. Since he has a line of dialogue then maybe he could be credited in the Spanish credits, French credits tend to be a lot more minimal.

What time does the scene occur? I have a blu-ray copy so maybe he will be more identifiable
