Storyline
The Chinese Emperor is assassinated by Mongol ruler Garak, the great Khan. He plans to marry Chinese Princess Lei-ling and add China to his empire. Strongman Maciste (Samson in English versions) happens to be in the vicinity and gets caught up in the people's fight for freedom.

The N.21 on the left looks like Paul Muller.

I don't think it would be Muller, he was a well known actor at this time and this is only a background role as a guard

in fact it seems very strange to me too but he’s similar.

In my opinion, the white-bearded guy in pics 2, 53, 59 and 80 is Ho Fu Ling in yet another role. Also looks like him on the right in pic 31 in what I assume is yet another role.
And in pic 50, I believe we also have another role for Cho-Cha-Lung - the one dressed in green.

I hadn't considered that before, hmmm, maybe, can't say I'm certain. Yes for the other role, as to whether or not it counts as another role depends if "tavern customer simultaneously in different position in the tavern" counts as a second role
