Rudolph Maté - credited as director in the English credits
Primo Zeglio
I wasn't able to work out from available information which director was responsible for what, but this was Maté's final film credit. Zeglio is uncredited in the English credits, but reportedly is credited in the Italian.
Storyline
Sir Francis Drake goes on an expedition to the New World and steals gold from the Spaniards. After making a daring getaway, he returns to England where he protects Queen Elizabeth I from a network of spies who are plotting to overthrow her. (from IMDb)

Uncredited actors listed as appearing by other sources, but not identified
- Anita Ardell - from interview.
- Giulio Bosetti - ANICA/Spencer-Hill Database with no role. I don't see him anywhere.
- Wanda Brizio - ANICA/Spencer-Hill Database with no role. She has only one credit on IMDb (they don't list this one), which is a TV episode which cannot be found.
- Wensley Pithey - IMDb with no role. He was a British character actor with a lengthy filmography. His appearance uncredited in a production shot entirely in Italy would seem unlikely, but not impossible. I did not recognise him from images online.

In pic n3 on the left and pic 4 still on the left and in pic 6 on the right we have Mariano Peroni, in pic 6 together with Peroni and again in pic 78 Giuseppina Quinn

82: Second from the right is Alfredo Zammi. Third from the left is perhaps Carlo Kechler?
Australian dancer and choreographer Anita Ardell also appears uncredited in the film. I don't know who she is among the unknowns, but in a 2001 interview she talks about living in Rome for a few years in the early 1960s and working with dubbing and appearing in some films. She specifically mentions a film called Sir Francis Drake of the Seven Seas and that the stars were Keith Michell, Rod Taylor and Irene Worth, so she's obviously talking about this film.

Possibly, but it bothers me that I don't see any sign of the large mole between his eyes - he's only seen for a moment so there are no different shots. The images below date from around the same time.
