Fernando Villena was a small-part actor, active in Spanish films at least from the late 1950's to late 1980's.

IMDb gives the unconfirmed details that he was born Fernando Villena Borges on January 15th 1921 in the Portuguese colony of Macao and that he died on January 31st 2002, aged 81, in Ciudad Real, Spain. No other biographical details are currently known.

IMDb lists one title from 1957 which is so far unconfirmed. Other than that his known film career kicks off at the start of the sixties, from which point he worked regularly for the next 3 decades, though his filmography is rather sparse in places, so there could well be undocumented roles to be found from throughout his career.

Titles where Fernando is listed as appearing somewhere online, but cannot be found. There always has to be one!

Se sei vivo spara (1967) IMDb as Oaks gang member. This appears to have been a mis-identification from SWDb, which has since been corrected, but remains on IMDb.
Il mercenario (1968) IMDb as Sergeant. Not found by myself or Carlos.
Speed Driver (1980) EdCE. He is not credited in the fairly extensive English or French credits and I failed to find him after several searches.

I think this has to be Fernando on the left, barely seen, as what seems to be a Secretary (or possibly servant) - I didn't find anyone resembling him anywhere else in the film. Since he's rather unclear I'm putting this as an uncertain identification - if the film should appear in HD then I think we should be able to confirm the ID.
