From his obituary on afterall.com (also repeated on Legacy.com), it appears that his full name was Wilhelm Pierre Elie and he was born in Haiti on January 4th 1940. He had a wife, Mireille, to whom he was married for over 40 years and a son, Alix.
The obituary also adds that he left Haiti after completing high school to pursue a career as an actor in Spain. It would appear he arrived in Spain at the start of the 1960's and would remain there for most of the decade, with his last-known credited roles coming in 1967. While he never played any major roles, he did work steadily. I have found one undocumented appearance by Willie, so there could well be more.
From Spain he moved to Washington, then eventually retired to Florida in 2012.
He passed away on January 1st 2022.
His name was spelled many different ways in credits, which has resulted in him having 3 separate IMDb profiles, as Willie Ellie, Willy Ellie and Wilhem P. Elie. With so many different spellings of both his names it's very hard to say what should be the definitive spelling.
Thanks to Carlos for providing his identification and to Dan, Rudy and Tom Betts for finding his additional IMDb profiles and biographical details.
